The United States Virgin Islands (USVI) is an unincorporated territory of the United States in the northeastern Caribbean, comprising three main islands — St. Croix, St. Thomas, and St. John — and dozens of smaller cays. The USVI suffered catastrophic damage from both Hurricane Irma and Hurricane Maria in September 2017, with St. Thomas and St. John particularly hard-hit by Irma. The storms destroyed thousands of homes, devastated the tourism infrastructure, and prompted significant temporary and permanent displacement. Recovery was complicated by the territory's status as an unincorporated territory, which affected the level and speed of federal recovery assistance, and by pre-existing challenges of poverty and inadequate infrastructure.
